The State of Qatar has established eight stadiums in different regions but nevertheless each stadium is relatively proximate to each other, and linked by different types of public transportations to ensure that spectators can attend matches played by their favourite football teams, with the opportunity to attend more than one match on a single day.
The State’s preparations began with the establishment of the Supreme Committee for Delivery and Legacy in 2011 with the aim of organizing and completing the Competition, in particular preparing infrastructure-related plans and supervising the implementation of such plans. His Highness the Emir Sheikh Tamim bin Hamad Al Thani enacted Law No. 10 of 2021 regarding the Measures for Hosting the FIFA World Cup Qatar 2022 (the “Enabling Law”), which regulates the general executive framework for the hosting of World Cup in the State.
In part the Enabling Law deals with transportation and the strategy to support transportation during the Competition. The Supreme Committee for Delivery and Legacy, as the body responsible for delivering the Competition, developed a strategy to support transportation, in particular the ease of movement throughout the State and between stadiums during the Competition.
The Enabling Law stipulates the requirement for free transportation throughout the Competition period for security personnel in charge of implementing the security measures related to the Competition and for the holders of accreditation cards. Spectators are also afforded with free transportation during the periods determined by the Supreme Committee. It is worth noting that the spectators are required to obtain Haya card in order to be eligible for transportation. The Hayya card is essentially the Fan ID provided to spectators upon their application. The Hayya card provides access to ticket holders to certain services, including, as mentioned, free transportation on match days.
To facilitate and expedite the transportation process, the Minister of Transport issued Circular No. (1) of 2021 (the “MOT Circular”). The MOT Circular specifies the categories of persons eligible for free transportation and the free means of transportation available during the Competition as shown below:

The multiple means of transportation covered by the MOT Circular, will allow spectators maximum flexibility to move between stadiums and to attend more than one match on any given match day.
